REPRESENTATIVE WORK UNDERTAKEN

Here is a sample of projects IPMA consultants have undertaken. The range and scope of the projects are indicative of the capabilities and experience we offer.

Good Governance:

Prepared a comprehensive approach and plan of action for the legal and judicial reform of an African country. This included proposals for restructuring the court system and the ministry of justice, the establishment of a law reform commission, a mechanism for alternative dispute resolution as well as suggestions for a new constitution.

Established endowment funds in two countries to finance environmental protection activities and to create a national NGO (Non-Governmental Organization). The work included the design of the financial structure to ensure continued flow of funds and the drafting of by-laws and operational handbooks for good governance of the NGO and capacity building at the national level to administer micro-grants. Funded from proceeds of the Global Environment Facility..

Provided advice on the formulation of a policy paper for legal and judicial reform programs in regional member countries of an international finance institution, as a means of promoting economic and social development. Subsequently, prepared a plan of action for implementation of the policy and program through financing projects of States members of a regional international financing institution in the area of good governance, especially, legal and judicial reform.

Prepared a code of conduct for employees of a regional financial institution and formulated alternative dispute resolution mechanisms for dealing with fraud in procurement and other contractual transactions undertaken by borrowers of the financial institution.

Financial Reform:

Drafted comprehensive proposals for the reform of tax laws for a developing country, including tax aspects of international and regional trade, taxation of imports, exports and taxation of gaming. This work was done in collaboration with a local law firm.

Mediation:

Assisted a USA County Court in the establishment of its first court sponsored mediation program. This work included the drafting of related administrative procedures and new Local Court Rules that were approved by the Supreme Court of the State. In addition, the County Court has appointed this consultant as a Court approved Mediator to mediate numerous cases under its new program. To enhance his qualification for such mediation assignments, this mediator has taken over 90 hours of mediation training over the past two years.

Good Business Practice:

Analysed structure, work flow, procedures and the resulting effectiveness of a legal unit of an international organization. The work included recommendations for appropriate changes in internal procedures, with respect to best practices in the private sector as well as other international organizations.

Drafted a statutory framework and detailed set of guidelines and procedures for an international governmental organization to process and evaluate claims for damaged property including guidelines for the assessment of culpability.

Led the re-structuring of the largest construction company in an Eastern European country including consolidation of 80 companies into one, de-listed 3 companies from the stock exchange, streamlined the work force while maintaining 90% of the business volume. Installed, among other things, new policies, an IT system, an accounting system, a human resource system and Code of Conduct. 

Re-structured a Scandinavian banking group in the US involving liquidation of banking corporation, starting up a new banking organization, establishing a co-operative structure with five of the largest US banks and later merging the Scandinavian US entity with another Scandinavian bank in the US. The process included strategic, financial, human resource, tax and legal issues.

Supply Chain:

Restructured the supply chain of an international development agency to reduce costs, improve response and effectiveness. The overarching plan included: implementation of a new information system, retraining staff on customer service, renegotiating contracts with suppliers to warehouse and drop ship; technical training for local manufacturers to upgrade their products to provide for local and regional requirements. 

Procurement:

Managed the procurement process of an upgrade of the main information system for a central bank. This included: preparation of technical specifications and procurement documentation; management of an international bidding exercise; response to requests for clarification during proposal preparation period, supervision of the technical and financial evaluation of proposals, negotiation and final award of contract. The work included establishing guidelines for the client to administer the contract. 

Training

Developed and taught management courses for mid and senior level staff of international banks and industries in Asia, Europe and the US. Courses covered the tools of strategic planning, cross-cultural and political communications, and political risk assessment. 

Developed and taught procurement courses including courses on ethics, procurement law, contract management, acquisition planning and logistics to staff in both public and private sectors.
